Senior Vice President / Chairman & Lead Consultant – USI Insurance Services
Bill Shoemaker serves as the Senior Vice President, Chairman, and Lead Consultant at USI Insurance Services in Camp Hill, Pennsylvania. He 
specializes in strategic benefits consulting for large and mid-sized self-funded employers across the Mid-Atlantic region. With over 30 years of experience in employee benefits, Bill has developed expertise in stop-loss insurance, captives, pharmacy benefits, population health, data analytics, and vendor negotiations, resulting in significant savings for his clients. He has been with USI Insurance Services since 2020 and actively assists clients in designing, implementing, and managing their self-funded health and welfare benefit programs.
Bill earned his B.A. in Planning from Mount Saint Mary’s University in Emmitsburg, Maryland. He holds a Life, Accident, Health, and Fixed Annuities insurance license in multiple states.
In addition to his consulting work, Bill frequently speaks at meetings and seminars on employee benefit plans and has also served on various local nonprofit boards and committees.
